Fluvanna Votes to Allow New Power Plant

On March 18th, 2026, Fluvanna County’s Board of Supervisors voted 4-1 to approve the special use permit for the controversial gas plant permit after hours of debate and community opposition. This decision overruled the Fluvanna Planning Commission’s earlier rejection of the project. The $2.2 billion project, called “The Expedition Generation Station,” will be the second power plant near the existing plant in Scottsville, and produce 1,540 megawatts of power, creating one of Virginia’s largest gas generation sites. Slated to come online around 2031, the facility will include a 230-foot-tall smokestack.

What Comes Next?

Despite this setback for opposition, there are still a few more hurdles left before construction can begin. The project must obtain permits from the State Corporation Commission and the Department of Environmental Quality, among others.
